"all necessary means" embraces the use of force."

Just as it embraces international sanctions, political isolation, holding Saddam's hands, begging on our hands and knees, or blowing him a kiss. "All necessary means can "embrace EITHER NEGATIVE OR POSITIVE ACTIONS. Whatever it takes to make Saddam comply.

"Serious Consequences" on the other hand, would only be germane with regard to negative actions since "consequence" denotes an important action based the adjective preceeding it, "Serious".

It was the word SERIOUS that denotes what kind of consequences. Note the word was NOT loving, ineffective, delayed, no, light, uncertain, or anything else that might signify less than harsh consequences.

THUS, the language in UNSC 1441 was ACTUALLY MORE NEGATIVE than the language in 660.

I'm sorry if this has you so confused. I'm doing my best to provide you some basic tutoring on the significance of English words.

They do have have meaning, after all..
