Although the Accord does not commit the governments of either party, Israelis involved in negotiating and promoting the agreement include: former Chief of Staff Amnon Lipkin-Shahak; Brigadier General (res.) Gideon Sheffer; former Justice Minister Yossi Beilin; Member of Knesset (Labor) Amram Mitzna, Member of Knesset (Labor) Avraham Burg; Professor Aryeh Arnon (a leader of Peace Now); and authors Amoz Oz and David Grossman. Palestinians involved in negotiating and promoting the Accord include: former Palestinian Minister of Information and Culture Yasser Abed Rabbo; former Minister of Tourism Nabil Qassis; Palestinian Legislative Council members Qadoura Fares and Mohamed Horani (associated with the Fatah/Tanzim); Prisoners Affairs Minister Hisham Abdel Raziq; and General Zoheir Manasra (former governor of Jenin and head of Preventative Security in the West Bank). "How can anyone now say Othere is no one to talk to on the other side?"asked Av Sohn, Co-President of CFPN. "The Accord proves that a negotiating process can be pursued as an alternative to the escalating violence and deadlocked diplomacy of the past three years. We call upon the Israeli and Palestinian governments to show the kind of enlightened leadership needed for implementation of the Accord." The Accord calls for Israeli and Palestinian states, living side-by-side in peace. Palestinians concede the "right of return" to Israel. Refugees will remain in the countries where they now live and be financially compensated or absorbed by the Palestinian Authority. A limited number of Palestinians will be permitted by the Israeli government to settle in Israel. In return, the Palestinians will recognize Israel as the state of the Jewish people. Israel will withdraw to its 1967 borders, with the exception of certain territorial exchanges. Jerusalem will be shared, with Arab East Jerusalem a part of the Palestinian state. Jewish neighborhoods of East Jerusalem, as well as some West Bank suburbs, will become part of Israel. The Temple Mount will be Palestinian, while the Western Wall will remain under Jewish sovereignty. The Palestinian state will be demilitarized and border crossings supervised by an international force. The negotiating parties plan to sign the Accord in Switzerland on November 4, 2003, on the anniversary of the murder of former Israel Prime Minister Yitzhak Rabin. -------------------------------------------------------------------------------- Canadian Friends of Peace Now (CFPN) is a Zionist organization that supports the Israeli peace movement.
