If you're just going to thin, just take out dead and down wood, it's not going to be a profitable operation, and no private company will do it (unless you pay them to).

We have exactly the same problem in Alaska. The Spruce Bark Beetle has killed vast tracts of trees, most of which are still standing. But a lot of it is in ravines, steep hillsides, State Parks, backyards, patches here and there. A lot of it has been standing dead long enough, it has zero commercial value now.

I've seen Forest Service methods, and I'd rather risk a forest fire.
