All the people you list, except Perle, who is in a think-tank, have offices - they are just appointed offices. Elected officials are allowed to appoint the officials in their administrations, remember? These are legitimate officials with governmental authority, in case you're unclear on the concept.

I compared Beilin to Jesse Jackson, because like Jackson, he has no office, elected or otherwise, and conspicuously failed to win his last election. Beilin doesn't even have a seat in the Knesset anymore, let alone any major office.
