To be pointed about my point,

Any group is going to gain greater benefit from funds targeted for them than they will get from the spillover of funds targeted to someone else.

In this case, the bulk of dividend tax funds is targeted at very wealthy people not elderly. Any benefit the elderly get is periferal. Social security, on the other hand, is targeted to the elderly, they will receive much more benefit from the same amount of funds.
