It's not just a matter of "evil", it's a level of amorality that would be unfamiliar to you, but is very familiar to many in business, law enforcement and politics. There are an unfortunately large number of people that would cheerfully take lives for a fortune, especially if they could adopt an airtight justification. Our Framers understood this aspect of the human personality, and would never have allowed secrecy to fester. The only difference today is the scale of death and the excuses that can be brought to bear in antiseptic thinktanks, i.e., Mad. Albright's comment about 500,000 children dying, "it is worth it", and PNAC's essays signed by Perle, Wolfowitz, Rumsfeld, Jeb Bush, that look forward to a "Pearl Harbor type incident to mobilize the American people" to make war on the Arab countries. The moral calculus goes something like this: "it's worth it that a few thousand (Americans, Iraqis, etc.) will die so that we can eliminate this scourge that is so terrible, so terrible that...", followed by a pornographically-described litany of torture methods, killings, etc etc. This relativism is human nature, and occurs when there is no open debate. Public debate makes it harder to conceal self-interested motives. This is inevitable when truth is suppressed and details and documentation of events is able to be concealed and counterfeited. Once you have "all the elements of national power" as Rumsfeld says, you have the ability to manipulate events and the record of events at will. That sounds like they believe they've reached the ultimate power, which as we know corrupts absolutely.
