The votes were BOUGHT with PROMISES of benefits that could not possibly be fulfilled based on any reasonable actuarial analysis. The meager deductions that people had taken from their paychecks in past generations was part of the SCAM! It made the unsophisticated people (i.e., which describes MOST people, in my opinion) think that they HAD ACTUALLY PAID FOR the benefits! Now these old people think they are actually ENTITLED to the benefits because of the meager payments they made when they were younger.
