You seem to be a tad deficient in your understanding of history. The U.S. has provided billions of dollars of aid to the precursor of "al Qaida", i.e. the mujahideen of Afghanistan. Here's an introduction to the man who spearheaded the effort to covertly fund the anti-Soviet War in Afghanistan to the tune of $5 Billion.

You'll recall this as the same era when Don Rumsfeld was traveling to Iraq as a representative of the Reagan-Bush team, helping to provide aid and comfort to Saddam Hussein in his war against our enemies, the Iranians.
