No he wasn't. It was back when Bush was trumpeting the "Axis of Evil" thing which got eventually evolved in Bush's speeches as "the Evil-doers."

Bush tries to behave like a Texas Ranger and a Ronald Reagan all rolled into one. It's my view, however, that he appears like a sophomore jock in high school trying to act like a senior jock in high school. Most jockheads, as I remember from high school, were not great public speakers, but they did perform well when describing the team when in front of favorable audiences. And that's sorta how Bush is.

He said what he said. He didn't qualify it. It was a global statement. And his minions now love to decry any dissent as un-American. Dissent doesn't automatically qualify as un-American, but that doesn't seem to matter to the right wing's attack dogs.
