There are creative ways we can work around the parents- but it will take money for infrastructure, social services, mentors, mentor teachers (who could help take the place of the missing or dysfunctional parents), and most of all it would take a will to spend more, for those who have the least.

I think the way to get support for people to spend more is to produce more results when more money is spent. Places like DC spend a lot of money, a lot more then the had spent in the past, without getting better results. Maybe they are spending it on the wrong things or maybe they just have incompetent administration, but when more money is spent without achieving much, and then spending is increased again without much improvement it gets harder to make the case for an even higher budget. The people who spend the money in ways that produce little benefit are perhaps the biggest obstacle to getting more spending where it could do some good.
