However, it might be worth considering whether Saddam, and his forces of resistance and other forces of resistance, could become confused and boggled into not knowing quite what to do were Iraq divided into two separate nations. The idea of working with Iran and seeking Iran's assistance in forming a completely separate Shiite nation has merit because it would help in two areas: a) Since Iraq is populated with a 60 percent Shite population, most of whom reside in the southern portion of Iraq, forming a second nation to the south comprised mostly of Shites would reduce the Shite population for the intended democratic nation. A democratic nation be easier to form if Kurds, Sunnis and Shites were near-evenly apportioned. This would help to inspire competition among the factions as to for which faction could lead with the best ideas for all Iraqis. b) US-Iranian relations could markedly improve if both nations were commited to helping form a second nation. Nothing works better than sharing in common goals. Further, Iran's backing of a separate Shite nation would help to ease a large chunk of present Iraqi territory desoerately needing security protection, thus vastly helping to reduce the present security burden. I think if all nations of the world unite in order to help make this possible and if the US drops its present compulsion for unilateralist policy and works with not against the UN, I think it then might be possible to establish a democracy in the MidEast. But this can only happen under the umbrella of the UN. The US, alone, will NEVER succeed.
