That's right, the consent of Congress based on his faulty intelligence reports or reporting, which ever. And it appears that the reporting was hyped. A lot of people would say telling congress that Iraq could assemble WMD and launch them in 45 minutes, was a bit of a stretch. Of course congress would go along when the stakes are presented as being that high. Now we need to know why the stakes were made to seem so much higher than they really were. Orca
