They have never "pulled back" in Palestine. Never.

What you call "pulling back" is token and temporary and trivial. They open a roadblock, for a month or two, then put it back again. They dismantle an unoccupied outpost, then allow it to be rebuilt the next night. They promise to dismantle illegal settlements, then redefine them as legal, and then fund new ones. It has been 100+ years of unremitting "pushing outward".

The only time they have done any non-trivial "pulling back" was when they did a LandForPeace deal with Egypt. The one and only time they tried "pulling back", it worked. They gave land, they got peace, and the peace has held, on that frontier.
