I don't see how such a plan of isolation is a positive. It abandons all who want and hope for a better future. The current plan is to build the number if Iraqis who will take over the security tasks. As that happens more Americans will be out of harms way. As more Iraqis take over they will have a personal investment and will work to destroy the criminals.

Contant pressure on all area disrupts those who plan and organize. It exposes them on occasion and they get taken out

Creating a no mans land give them time and space to plan and organize..

I had read that as many police had died in the line of duty as soldiers killed in Iraq during the time America has been there. Each death is a tragedy, but that is the cost of fighting crime.
