Incompetents should not produce kids. But it is wrong to punish the children for the sins of the parents- and punish them we do, if we do not make an effort to help them. On top of the simple morality involved (the helping of the innocent, a morality almost all creeds embrace), you have a utilitarian reason to do it as well- many of these kids will cost you one way or the other- either educate them, or pay to board them in the prison system, or pay the societal cost of crime- from both an economic and a moral perspective I think it is prudent to spend the money up front to help them.
