It stinks. It doesn't work to try to make a mystery out of it. So "Cost plus 10%" is fine with you. That's a good "ripoff" figure if you know how to use it. My point is that there is no such thing as a "Fair" profit. That's why Governments are expensive to run. They are a wonderland of non-profit. I define "Profit" as "A moral increase in Happiness." And I figure the "Purpose of Life" is to "Maximize your Profit." When it comes down to a Dollar amount, all you can do is negotiate the best deal possible, and get on with it. Knowing that people on the sidelines will holler about it no matter what is done.
