It seems to me, that the Bush (41) recession was a result of the end of the Cold War and the realigning of the economy - the closing of many military bases, reduction of troop numbers, and reduction of weapons programs. This is the typical post war recession that the United States has seen after the end of almost any war.

The Bush (43) recession was a result of a spectacular collapse of a speculative bubble that seems to occur about once or twice a lifetime (1929, 2000). By the time President Bush was sworn in, the country was sliding (or already) into recession.
