Nobody denies Clinton was lucky. But there were a few key components to his presidency that Bush sorely lacks. Clinton had an optimism and a sense of fairness that was reflected in policy, this in turn made CEOs optimistic and willing to invest. Clinton shored up the budget and made the US look unbeatable.

Al Gore was behind the initial push to commercialize the internet and that wasn't really luck. You don't see Bush getting behind any sort of initiative, I don't think he is capable. Under Bush's watch, crazy things like that Terrorist stock market were hatched.
