Neo, I strongly recommend that you read James Mann's piece on Rumsfeld in the latest issue of the The Atlantic. The memo is completely in character. Note that Mann's piece was written before the memo was leaked. Rumsfeld definitely marches to the beat of his own drummer, not necessarily a bad thing. Don't expect him to go along with a rosy scenario for the sake of not rocking the Administration's boat if he believes it's not justified.
