You must be one of dem RWE types <vbg>.... Most government spending is "mandatory", whether it be in California or in Washington. It's not about choices or difficult establishment of priorities with limited resources. If there aren't sufficient resources just tax the rich....they don't really "need" it anyway (and should be grateful for what they are allowed to keep). A related concept is that defense spending is wasteful but other spending is not .... even though in real terms defense spending has declined in the past quarter century while nondefense spending has escalated by a lot.

But of course, since the spending was "mandatory" we had "no choice" but to go down that path. And we have no choice but to continue down that path. Or something like that.
