No, the 2 govts are and have been at loggerheads. They've even had wars amongst them. The important thing is to identify and reconcile the feelings of the population on both sides.

The people in the 2 nations still have cordial relationships with each other, primarily because there are family members on both sides of the border.

A bit of historical background :

At midnight Aug 14/15 , 1947 Lord Mountbatten declared the formation of 2 countries : India and West Pakistan + East Pakistan (currently Bangladesh).

Pakistan chose to implement its Idependence Day on Aug 14. India chose Aug 15.

none of this has anything to do with the people of both countries. Inter governmental issues are the hurdle to be overcome.
