As was reported well in the book Barbarians at the Gate, once a company is put into play for a takeover all sorts of trades, offers, and counter offers are made. Kuwait was put into play by Saddam, with encouragement from the American ambasador. Once the takeover was in motion it just because a matter of wheeling and dealing, getting concessions from one side or the other. I think the strongest indicator that this was the way the event was carried out was that Bush the elder was not too quick to rush to Kuwait's aid. There was some heming and hawing and there wasn't a condemnation until 8/20/90, perhaps 3 weeks after the invasion.
