I would like to understand the context in which those words (which seem similar to me) were used

We are talking about the stateless condition of the Palestinians and trying to figure out how in fits in the Mideast conflict. If it were a "cause", then offering the Palestinian a state could solve the conflict. I was pointing out that a Palestinian state has been offered on multiple occasions and has not solved the conflict; therefore, the statelessness of the Palestinians is not the cause of the conflict, but a symptom of other, true causes of the conflict.
