Even interest on the debt is less mandatory for the government then it is for individuals (no one is going to start reposessing government property) but I did say that debt payments where a partial exception to the statement "all government spending is mandatory". The "mandatory" spending in question was things like Social Security, Medicare, and other entitlements. They are fully as under control of out government as defense or spending or pork barrel projects.
