Well, we could start a contest - but at this time, that means predicting the future. We could try to predict the future, but I think it is more a question of determining, at a particular point in time, when we are there.

As an example, at the March 2000 peak, how could you tell the NASDAQ had finally quit running at over 5000 and was on the downhill path. In hindsight it is easy, but at the time, not so easy. The peaking process occurred throughout March - if it happens that way again, calling the month in which the peak occurs would suffice.
