The attractiveness as the U.S. shows -rule of the law, business-orientation and freer market compared to other countries, should be exploited to attract the right immigrants.

It must be pointed that the useless immigrant should be kicked out uncerimoniously. All countries have their share of local grown parasites to need foreign ones.
