>> If a company has 20,000 employees and goes to 18,000 employees after a restructuring, isn't this a layoff?

It depends on whether they were going to subcontract a function to a different entity. For instance, the electric company in my area sells a homeowner warranty for appliances - furnace-AC-washer-dryer-stove. They have a group of repair-persons. If they decide to eliminate those positions and let the customer hire a local handy-person to do the repair - with re-imbursement from the warranty, that is a restructuring that does not reduce aggregate employment.

I have a favor to ask. Please help me understand the point of your sporadic ripostes. Are you trying to make moral philosophical points ? Or are trying to forecast stock prices and make some actual market bets ?

In case the former, please let me tell you that the stock market is not a worthy subject for exertion of moral energy. It's just buy low, sell high. There are no big cosmic issues here.
