lower tolerance will not stop the drunk but will help those who drink and drive to think about alternatives... I expect there are many statistics to show reaction time impairment above .08 It has also changed the younger generation to have designated drivers or alternatives when going out on the town.. something we never heard of in my day... Everyone is entitled to drink what ever they want as long it doesn't hurt someone or they get behind a car. Personally i think we have much bigger problem with drugs and driving.. Medications that impair reaction time, vision and people still drive.
