Well, a partially conservative agenda, or a purportedly conservative agenda. Essentially, co-opting six of the ten points in the "Contract With America" as his own; of course, in reality, these were politically-motivated moves without much real push behind them -- but nevertheless, he did claim them as his own.

It is fair enough to say that Clinton's "conservative agenda" was one of convenience, not one of true commitment.
