You are quite wrong. It would have taken very little to have undermined American resolve to have sustained the containment policy, especially if a Democrat were in the White House. Acts of terror sponsored by Iraq, against US forces in the region, could easily have lead to a major pullout. Then Saddam would have been able to have established hegemony over the kingdoms, principalities, and emirates in the Arabian peninsula, thus gaining effective control over more than a quarter of the world's known oil reserves. This in itself could allow some amount of blackmail of the developed world, but it could also fund further programs to develop WMD capabilities. Since the stated goal of the Ba'athist Party was to establish Arab supremacy in the world, and America was a hated target, what would be attempted is clear. Even if we could have stopped it, it would have been at far greater costs down the road........
