(if you have actively looked for work in the prior 4 weeks).
As opposed to used all benefits, no longer tracked by the local office, gave up looking, now spending afternoons at the library or sitting on the porch despondent.

Imagine Labor Force was down 5000 in X county region.
Employed was down 2000.
Unemployed was down 3000.

The unemployed didn't move to employed? They left the workforce period. Dropped off the rolls.
