It has been stuck in the quagmire of the weapons of mass destruction claims, has been digging a hole for itself as far as the Baathists are concerned and now seems to be tying one hand behind its back against foreign fighters. It would be simpler to focus on what underpins Iraq ­ its tribes and religious factions. There lies the easy solution. Rather than switch its weapons-hunting team to counter terrorism, why not instead send them to meet with tribal sheikhs and religious leaders, because they hold the key to the true weapons in Iraq, the hearts and minds of its people."
