Well, as long as we can make apples to apples comparisons that's fine. Then Clinton never ran a surplus despite the boom, and Bush is running a record deficit (not record in terms of relative to the economy but it is the highest in nominal dollars).

Otherwise we can say that Clinton ran a surplus and Bush's deficit is between $300 and $400 billion.
