China straining to see the light

BEIJING - As China's economic engine grows at rates surprising even to its own planners, anxiety is mounting that the weight of its economy might strain power grids and cause power blackouts similar to those that hit the United States, Canada and Europe this year.

This summer, weekly power failures hit as many as 16 of China's 31 provinces and regions, straining production in industrial powerhouses such as Shanghai, Jiangsu and Zhejiang, and prompting energy officials to hold emergency meetings.

While energy shortages also occurred on a smaller scale last year, Chinese planners were alarmed to see the extent of the damage that power disruptions caused to the more mature market economies of the United States and Britain. Part of this concern stems from the fact that both countries' approaches to the restructuring of the power industry have been studied as models for China's plans to reorganize its power monopoly.
