They certainly were to Saddam, that's why he just built 50 gigantic ones in the last few years. The NYT ran a story a few months ago.

The trend was that Iraq's military capability was decreasing over the last decade; even Israel made that observation.

Conventional military capability was decreasing. We weren't worried so much about conventional capability as unconventional capability...which brings me back to, what missions do you think the terrorists at Salman Pak were training for?

Oh yeah. Pixies. Unicorns. Whatever.
