I know it seems to confuse you when I make more than one point at once, but just because the army wasn't in shambles, that didn't mean it was what we regarded as the main source of threat from Saddam. It meant that Saddam could maintain his secure hold on power within Iraq. We were worried about Saddam's long-standing support for terrorists and his possible exportation of WMDs to them.
