Not to mention specific warnings about using planes as weapons shortly before 9/11. Or that at the time the first plane hit, it was known that 3 others had been hijacked, were off course and were not responding.

All that is less relevant than the fact procedures related to ANY kind of hijacking were not followed on 9/11. There should have been a fighter stationed along side each plane within 15 minutes of the time they were known to be off course and not responding. It doesn't matter what the plans of hijackers may be, SOP is to notify NORAD and scramble jets. It's just barely possible the first plane would have been able to follow through with the attack, as a fighter pilot looked on in horror not expecting a suicide mission, but it isn't possible to make a rational argument that 9/11 happened as a result of not having procedures in place to address the situation. Normal procedures for dealing with hijacking situations should have been adequate to prevent the attacks. Considering we had specific warnings from various foreign intelligence agencies, the idea any of the hijackings took more than 2 minutes to report to NORAD is impossible to explain.

The plane that hit the Pentagon was not reported for 28 minutes after it went off course and two planes had already hit the WTC.
