Well, the story is that they brow-beat him into saying (falsely) that he remembered destroying the vials in a lab accident --- told him that signing a statement to that effect would 'clear everything up' --- then when he signed the false statement they charged him with REPORTING the missing vials in the first place! You see... he can't 'know' that he accidentally destroyed them, without his initial report to the authorities being a lie, and a 'terrorist threat'. Quite some Catch-22 there! Remember: "We're from the government... we are here to help you." <G>
