That may be your recollection of events.

I know that there never was a surplus during the Clinton
Administration based on GAAP accounting principles. The
Federal deficit rose all 8 years Clinton was President.

Now if you want to talk in liberal, fuzzy logic, twisted
fact, Pro Forma, BS, spin, then, sure there was an alleged
surplus.

Just not a real, tangible & verifiable surplus during the
Clinton years.
