The answers to those questions are well known. For the most part Saddam wanted to prevent attack from his nearest neighbor, IRAN, as well as others. If Saddam showed his cards regarding WMD there would be good chance that he would have been attacked.

Saddam also believed that France, Germany and Russia would come to his aid and prevent an invasion. He did not, however, realize that he was dealing with another dictator, George W. Bush, that is as crazy as Saddam.
