The Education, Science and Technology Ministry decided to dispatch research groups to China, seeing it as a potential rival to Japan in the field of science and technology. The teams will look at trends in various fields of research in the country and from their examination, try to learn how to shape Japan's own research strategy. The second research team is set to leave for China in December. The first team consists of about 20 researchers, including Kotaro Inoue, a former chief engineer for Hitachi, Ltd., who is now working at the ministry-affiliated Japan Science and Technology Agency. The group will meet with Chinese officials in charge of developing science and technology policy and exchange views about various fields, especially environmental science, to which China has been recently paying special attention. In December, the second group is scheduled to visit the Chinese Academy of Science, which encompasses about 80 research institutes as well as the national fund committee for natural science in charge of distributing research funds to each institute. The second group will collect information about China's research strategy and concrete plans to boost the nation's science and technology. With the information, the ministry will determine fields in which Japan should compete seriously with China as well as those in which Japan should cooperate with China. The results will be applied to the nation's research strategies such as those being proposed in the third-term Science and Technology Basic Plan starting from fiscal 2006yomiuri.co.jp
