I know..those things were discussed many times. A base for improvement would penalize those who had been doing a great job in the first place. He was suggesting to her that there was a base established in the first place, and those who met or exceeded a minimum accepted could wait until the others has improved, then all could start on the same page... Bottom line, and she agreed, over 25 years ago, that teachers and administrators had to be accountable. Problem is the union always but in.....it's as if they want mediocrity.
