He certainly doesn't get it by taxing or plundering his own people, as there is no functioning economy in the Occupied Territories.

Not so much anymore, unless you count the car theft rings and the protection rackets, they've been doing a booming business. There's also construction. Who do you thinks builds the Jewish settlements? Arafat's cronies, who own the Palestinian construction companies.

But whatever business there is, it pays a hefty (I read 15% somewhere) off the top tax to Fatah.

And don't forget skimming off the UNWRA acounts. Lots of NGOs pour lots of money into the West Bank and Gaza; do you think Arafat doesn't take his cut?

Funny... Here we are, on the verge of creating and legitimizing one corrupt regime, at the same time we just overthrew another...
