History is not chaotic. History is static. The telling of it, or the what if-ing of it may be chaotic or unpredictable.

It's the future which is unpredictable. And since it is unpredictable, I guess it cannot be proven to be chaotic to any degree of certainty, just as it cannot be proven to be orderly either.

We can surmise what might have happened if this, or if that, but this is not history. This is a fantasy. History in it's cleanest form is simply a recording of the facts. But we know that one man's fact is another man's lie. So this makes the recording of history a very tricky thing indeed.
