Low interest rates have fueled RE boom all over the world, not just in US and China. I know that in Russia there is a huge building boom along with constant RE price appreciating. They just started buying RE on credit. Although there is high down payment requirement and fairly short loan term. It's very common there when the whole family (especially parents) help when somebody buys a flat.
