Are you suggesting that no government agency manage the government lands? If not BLM, who would collect the rents for grazing. Would anybody be free to do whatever they wanted to on government land. If not, who would enforce the regulations? Without some regulations of the public lands, you would have anarchy and severe damage to a national public asset.
