You do not know what that money is being used for, where it is, and neither does the US and Isra'El. That is the whole point of the story.

Len approves of Arafat stealing from the Palestinians. He knows Arafat needs to get money to pay for suicide bombers somewhere. Plus the more poor and miserable the Palestinians are, the easier they are brainwashed into being cannon fodder.

Len is willing to fight to the last Palestinian.

Ironically, Arafat isn't even Palestinian himself - he's Egyptian.
