So spreading fear, and dropping fear hints to the media, is the new election ploy. And it has started already with the recent increasing spate of things to be fearful of.

The beauty of a "dirty bomb", from the perspective of a repressive totalitarian regime, is that the public is so ill-informed about the potential danger from such an attack that panic is sure to be widespread and the public easily cowed into submission.

Should impatient forces in the executive branch decide that Congress needs to be disbanded for sake of the PNAC/Bush agenda, simply exploding a device with a very low level of actual radiation danger could be pumped up by the media to create a huge hysteria.

I'm certain that the fine folks who cooked up Operation Northwoods have already written the planning documents for such an assault on the legislative branch. And undoubtedly they've got contingency planning done on how to neuter the judical system as well.
