Reading the St. Clair article, the thought comes to my mind that the DoD isn't going to allow a critical technology to pass out of the country as easily as the article implies.

My guess is that DARPA may have come up with a more advanced guidance system which they are keeping under wraps.

This is just pure speculation on my behalf. But I really can't see how the Bushies and DoD would allow for critical technology to be available only from sources that could blackmail, extort or withhold supply from the U.S. government in times of war or other crisis.
