Nobody knew what the dispostion of those weapons were. Everybody knew the weapons existed in 1998, Saddam got caught with them during inspections or admitted to having them. The lists from 1998 and 2002 did not match up. And WMD are MOVEABLE. Just because you knew where they were in 1998 does not mean you know where they are in 2002 or if they were destroyed. Saddam simply didn't account for them and it looked like they were hiding them.
